The Tokyo Rules
Purpose of Non Custodial Measures
Non Custodial Measures in general, and Tokyo Rules in particular, is to find effective alternatives to imprisonment for offenders and to enable the authority to adjust penal sanctions to the needs of the individual offender in a manner proportionate to the offence committed. The advantages of individualization sentencing in this way are evident, given that it permits the offender to remain at liberty, thereby also enabling him or her to continue work, studies and family life.
